Fuel surcharges are determined on a monthly basis by the U.S. Department of Energy based on the average price of jet fuel during the month. The price of jet fuel is then multiplied by a fixed percentage which varies depending on whether you are flying domestic or international flights.
While this charge is unavoidable, there are ways to find cheap flights that still have low fuel surcharges. One such site is Southwest Airlines, which has a reputation for being one of the cheapest airlines with even cheaper fuel surcharges than their competitors.
